Increasingly, as the human resource (HR) needs of agencies require the use of more complex skills and technologies, HR service delivery is facing more scrutiny.  Agencies must develop HR service delivery strategies that support the overall agency mission and optimize service delivery as a strategic management tool as opposed to a basic HR function.
